Chinese Premier Wen Jiabao has put forward a five-point proposal to boost economic cooperation among member states of the Shanghai Cooperation Organization, or SCO. He gave a speech in
Moscow on Wednesday at the end of the fourth conference of the Council of SCO prime ministers. The Chinese premier said the SCO has been stronger unity and rising international influence in recent years.
Wen Jiabao’s five measures to enhance economic links among member states prioritize good policy, infrastructure, agricultural cooperation and regional and international exchanges.
Wen said good policies, institutions and information infrastructure are needed to boost economic ties.
He called for stronger infrastructure in SCO member states, particularly in the energy, telecommunication and transport sectors. He advocated a SCO banking group for financing support.
The Chinese premier proposed to expand agricultural cooperation in areas like research, information exchange, personnel training and farm produce processing（不大明白）. Other priority areas include water-saving irrigation and agricultural machinery manufacture.
Wen also urged better exchange and cooperation among SCO enterprises, especially in border trade.
And finally, Wen called for increased international exchanges with other regional organizations and international financial institutions.
The SCO leaders signed two agreements on mutual aid in disaster relief and banking cooperation. They also released a joint communique, noting that the SCO members should make stronger efforts to boost trade and economic cooperation.
At a news conference after the meeting, Wen Jiabao said
China is full of confidence in future SCO cooperation. He said China would invest nearly 10 million US dollars to train 1,500 technical personnel for other SCO members. There will also be 900 million dollars in preferential export buyers’ credit (不大明白).
Tajikistan will host the next regular meeting of SCO prime ministers in the second half of 2006.

中国主张经济合作
星期三，在莫斯科举行的SCO第四次首脑会议结束的时候，中国总理温家宝发表演讲。为了增强上海合作组织各成员国之间的经济合作，温总理提出五点建议。
中国总理表示上海合作组织已经成为一个紧密地团体，而且其国际影响在近年也在增加。
温家宝的五点增强各成员国之间经济联系的建议包括良好的政策，基础设施建设，农业合作，地区间交流以及国际交流。
温总理表示推动经济联系需要良好的政策，机构以及信息基础设备。
他呼吁各成员国要加强基础设施建设，特别是在能源，电信以及运输领域。他提倡SCO建立一个银行组织，以用于金融支持。
中国总理建议在一些领域扩大农业合作，如科研，信息交换，个人培训以及农业生产。其他比较重要的领域包括节水灌溉以及农业机械化。
温总理极力主张各成员国的企业能够进行更好的贸易以及合作，特别是在双边贸易上。
最后，温总理呼吁增加与其他区域性组织以及国际金融机构的交流与合作。
SCO领导签署了包括在减灾方面互相帮助和成立银行组织两份协议。他们还发表了一份联合公报，记录了各SCO成员国为了推动经贸合作会更加努力。
在会议后的新闻发布会上，温家宝表示中国对SCO的将来充满信心。他说中国会提供10,000,000＄为其他SCO成员国培训1,500名技术人员。
